Bio
Lindsay A. Berkstresser is a Principal in the firm’s Energy and Utilities Practice Group. She focuses her practice on counseling and representing clients in highly regulated industries as they navigate complex regulatory challenges at both the state and federal levels. Her clients include natural gas, electric, and water utilities, as well as oil pipeline operators.
Ms. Berkstresser advises energy companies on all aspects of administrative and civil litigation and appeals. She represents clients before state and federal regulators, including the Federal Energy Regulatory Commission (FERC) and the Pennsylvania Public Utility Commission (PA PUC), as well as other state regulatory agencies. She also defends clients facing allegations of regulatory violations.
In 2021, Ms. Berkstresser was named to the Central Penn Business Journal’s Women to Watch list as part of its annual Women of Influence Awards. In 2022 and 2023, she was recognized as a Pennsylvania Super Lawyers Rising Star in the Energy & Resources category. Ms. Berkstresser previously served as counsel for a large diversified international energy distribution and services company where she guided the company through complex regulatory frameworks, represented the company in proceedings before state and federal regulators, and supported its compliance with regulatory requirements. She also previously served as Board Treasurer for the Washington, DC Chapter of the Women's Energy Network and Chair of the Pennsylvania Bar Association's Public Utility Law Section.

Representative Experience
- Achieved rate increases for utilities in their base rate cases before the PUC
- Represented natural gas distribution companies in their Section 1307(f) purchased gas cost proceedings
- Represented utility in a petition to increase its distribution system improvement charge rate cap above the statutorily established rate cap
- Developed compliance training programs for natural gas companies on FERC standards of conduct and capacity release regulations
- Represented natural gas utilities in NGA Section 4 rate cases
- Obtained regulatory approval for electric utility's corporate restructuring
- Obtained regulatory approval for electric transmission line projects
- Represented utility in default service plan proceedings
- Counseled electric company regarding the implementation of its Act 129 energy efficiency and conservation program
- Defended utilities against complaints before the Pennsylvania Public Utility Commission
- Defended midstream oil pipeline against challenge to its market-based rate authority before the FERC
