Hayley Wilburn is an Associate in the firm’s Energy and Utilities Practice Group. She counsels energy companies and public utilities in regulatory and transactional matters and litigates on their behalf before state public utility commissions and appellate courts. Her clients include companies and public utilities in the electric, natural gas, oil and liquids pipeline, renewable/alternative energy, and water/wastewater industries.
Before joining Post & Schell, Ms. Wilburn served as a Legal Fellow at the Illinois Power Agency, where she conducted legal research to advise the agency and state legislature on energy policy, procurement, and regulatory issues. She also gained valuable experience interning with various energy-focused organizations, contributing in both legal and research roles.
Ms. Wilburn graduated cum laude from Vermont Law School, where she actively participated in the Energy Law Society. She also earned her B.S. in Environmental and Energy Resources Management, graduating cum laude from West Virginia University.
