Terry R. Bossert is Principal in the Firm's Environmental and Energy & Utilities Practice Groups and Co-Chair of the Firm's Shale Resource Practice Group. He counsels clients on environmental regulatory matters and compliance programs, represents them in related civil and criminal litigation brought by environmental regulators, and provides government relations counseling and advocacy related to environmental legislation and regulations in the Commonwealth of Pennsylvania. Mr. Bossert also helps clients design, implement, and validate environmental auditing programs and management systems. His clients include companies in the oil and gas generation/distribution, electric power generation, private equity/venture capital, health care, hospitality, and manufacturing industries, among others.
Mr. Bossert has over 30 years of experience in environmental law, serving in government/regulatory, corporate, and private legal practice roles. This includes serving as Chief Counsel for the Pennsylvania Department of Environmental Protection (PA DEP), where he helped to guide the Department’s Regulatory Basics Initiative designed to reform and streamline environmental regulations. Mr. Bossert also served as a Deputy Attorney General and helped to establish the Environmental Crimes Unit in the Office of Attorney General and presented the first environmental cases to the statewide investigating grand jury.
Prior to joining Post & Schell, Mr. Bossert served as corporate counsel with companies in the oil and gas exploration and production industries. He served as Vice President of Legislative and Regulatory Affairs with Range Resources Corporation, a participant in the development of natural gas from the Marcellus Shale formation throughout the Appalachian region. He provided legal counsel to Range on regulatory matters relating to natural gas exploration and extraction and directed its government affairs efforts in the Commonwealth of Pennsylvania. Previously, he held a similar position with Chief Oil & Gas LLC, a privately held, independent oil and gas exploration and production company.
Mr. Bossert was Chair of the Advocacy Committee of the Marcellus Shale Coalition and was a member of PA Governor Wolf’s Pipeline Infrastructure Task Force (PITF). He currently serves as the Vice Chair of DEP’s Climate Change Advisory Committee. He is the recently retired co-editor of the treatise Pennsylvania Environmental Law and Practice, published by the Pennsylvania Bar Institute (PBI), which won a national award from the Association of Continuing Legal Education.
