Barbara Rowland is a Principal and Washington, D.C. Office Chair of the Firm's Internal Investigations & White Collar Defense Practice Group. Her practice focuses on representing corporations and individuals from a variety of industries, including pharmaceutical and medical device manufacturers and distributors, retail pharmacies, pharmacy benefit managers, health care providers, and other government contractors. She conducts internal investigations, counsels clients subject to government investigation, represents executives, managers, and employees in such investigations, and defends clients in related litigation and at trial.
Ms. Rowland has spent the majority of her career overseeing or defending white collar government and internal investigations from the vantage points of prosecutor, defense counsel, and as in-house counsel for two major health care corporations.
Prior to joining Post & Schell, Ms. Rowland served as the Vice President and Assistant General Counsel for CVS Health, now a Fortune 10 provider of integrated pharmacy health care services, and was responsible for responding to high profile government investigations and conducting internal investigations. Her oversight included federal and state enforcement actions involving Medicare and Medicaid reimbursement, DEA regulatory requirements, consumer protection issues, and environmental compliance.
Ms. Rowland also served as Assistant Counsel for Merck & Co., Inc., a Fortune 100, global pharmaceutical and health care company. There, she was responsible for developing strategy in connection with federal and state law enforcement investigations, conducting internal investigations, and providing legal counsel to the company’s compliance and business units.
From 1999 to 2007, Ms. Rowland served as an Assistant U.S. Attorney in the Civil Division of the U.S. Attorney’s Office of the Eastern District of Pennsylvania. Ms. Rowland’s affirmative civil litigation accomplishments included successful False Claims Act investigations of a pharmacy benefit management company involving manufacturer rebates and drug interchanges; a brand and generic drug manufacturer involving price reporting; and the world’s largest dental device manufacturer. In 2006, she received the Attorney General’s “Award for Distinguished Service” in recognition of her resolution of pharmaceutical fraud cases.
She began her career in private practice in Washington, D.C., as white collar criminal defense counsel. Ms. Rowland represented corporations and their officers in health care fraud, procurement fraud, and public corruption matters. She also represented individuals targeted by various Independent Counsel investigating "Whitewater,"the U.S. Department of Agriculture, and the U.S. Department of Housing and Urban Development.
Ms. Rowland served as a judicial law clerk for the Honorable Jane R. Roth, Judge, U.S. District Court for the District of Delaware. She holds a B.A. degree from the University of Delaware and received her J.D. degree from the University of California Hastings College of Law.
